P\u00ebr Diana Lek\u00ebn, kryetare e Sekretariatit t\u00eb K\u00ebshillit t\u00eb Investimeve, p\u00ebrpjekje duhet t\u00eb b\u00ebhen p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar klim\u00ebn e biznesit n\u00eb vend duke mbrojtur investitor\u00ebt ekzistues, q\u00eb sigurisht jan\u00eb korrekt me detyrimet ndaj shtetit dhe shoq\u00ebris\u00eb son\u00eb. \u201cN\u00ebse mbrojm\u00eb k\u00ebta t\u00eb fundit dhe krijojm\u00eb mund\u00ebsi p\u00ebr ta q\u00eb fitimet e tyre t\u2019i ri-investojn\u00eb n\u00eb Shqip\u00ebri, at\u00ebher\u00eb i kemi b\u00ebr\u00eb sponsorizimin m\u00eb t\u00eb mir\u00eb vendit p\u00ebr investime\u201d, thot\u00eb drejtuesja e Institucionit, q\u00eb u krijua nj\u00eb vit m\u00eb par\u00eb nga autoritetet shqiptare me mb\u00ebshtetjen e BERZH-it, si nj\u00eb platform\u00eb p\u00ebr t\u00eb rritur dialogun midis qeveris\u00eb dhe sektorit privat, p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar klim\u00ebn e biznesit dhe p\u00ebr t\u00eb nxitur qeverisjen e mir\u00eb.<\/p>\n<p style=\"text-align: justify;\"><strong>Cilat jan\u00eb pengesat kryesore p\u00ebr nj\u00eb kompani q\u00eb do t\u00eb investoj\u00eb n\u00eb Shqip\u00ebri?<\/strong><\/p>\n<p style=\"text-align: justify;\">Nga analizat tona, bazuar n\u00eb vler\u00ebsimet e raporteve nd\u00ebrkomb\u00ebtare n\u00eb 2-3 vitet e fundit, por edhe nga\u00a0 anketimet dhe takimet tona t\u00eb drejtp\u00ebrdrejta me bizneset, rezulton se problemet kryesore\u00a0 lidhen me:\u00a0\u00a0 praktikat e zbatimit t\u00eb kontrolleve tatimore, nivelin e informalitetit t\u00eb ekonomis\u00eb q\u00eb influencon konkurrenc\u00ebn e pandershme, procedurat komplekse dhe vendimet \u201cabuzive\u201d mbi\u00a0 ankimet administrative si pjes\u00eb e \u201czgjidhjes s\u00eb mosmarr\u00ebveshjeve\u201d, apo problematika specifike n\u00eb lidhje me falimentin e shoq\u00ebrive tregtare. Pengesat shfaqen n\u00eb formen e nj\u00eb mungese besimi tek institucionet publike dhe sidomos ato t\u00eb administrimit fiskal, munges\u00eb koordinimi nd\u00ebr-institucionale e ndjeshme ve\u00e7an\u00ebrisht gjat\u00eb aksionit anti-informalitet, me numrin e lart\u00eb t\u00eb kontrolleve, mosp\u00ebrgjigje n\u00eb koh\u00eb ndaj biznesit, interpretimet evazive t\u00eb legjislacionit dhe profesionaliz\u00ebm i ul\u00ebt i administrat\u00ebs. Shqet\u00ebsim p\u00ebr bizneset mbetet zgjidhja e mosmarr\u00ebveshjeve q\u00eb krijohen me administrat\u00ebn publike n\u00eb kuad\u00ebr t\u00eb ankimit administrativ si edhe skepticiz\u00ebm lidhur me vendimet e gjykatave administrative dhe cil\u00ebsin\u00eb e tyre. Nga nj\u00eb analiz\u00eb e kryer s\u00eb fundmi nga Sekretariati rezulton se vet\u00ebm n\u00eb pak raste ankimet e biznesit pranohen nga administrata, nd\u00ebrsa gjykatat administrative priren t\u00eb japin vendime n\u00eb favor t\u00eb administrat\u00ebs.<\/p>\n<p style=\"text-align: justify;\">K\u00ebshtu psh, nga t\u00eb dh\u00ebnat institucionale t\u00eb p\u00ebrpunuara nga Sekretariati, Drejtoria e P\u00ebrgjithshme e Doganave (DPD) dhe Drejtoria e Apelimit Tatimor (DAT) paraqesin nj\u00eb nivel shum\u00eb t\u00eb ul\u00ebt t\u00eb pranimit t\u00eb ankimit t\u00eb bizneseve, p\u00ebrkat\u00ebsisht DPD me 2% p\u00ebr 2015 dhe DAT 6% p\u00ebr 6-mujorin e I-r\u00eb 2015.<\/p>\n<p style=\"text-align: justify;\">T\u00eb dh\u00ebnat e Gjykat\u00ebs Administrative t\u00eb Tiran\u00ebs p\u00ebr 2015, flasim s\u00ebrish p\u00ebr nj\u00eb p\u00ebrqindje t\u00eb ul\u00ebt (26% e vendimeve) n\u00eb favor t\u00eb biznesit.<\/p>\n<p style=\"text-align: justify;\"><img fetchpriority=\"high\" decoding=\"async\" class=\"alignnone size-full wp-image-3839\" src=\"https:\/\/investment.com.al\/wp-content\/uploads\/2022\/12\/Capture-1-7.jpg\" alt=\"Capture 1\" width=\"1385\" height=\"635\" \/><\/p>\n<p style=\"text-align: justify;\">Nga analiza e thelluar mbi sa m\u00eb sip\u00ebr ka rezultuar se: domosdoshm\u00ebria e stabilitetit t\u00eb politikave fiskale dhe legjislacionit\u00a0 p\u00ebrkat\u00ebs\u00a0 t\u00eb zbatuesh\u00ebm (unifikim q\u00ebndrimesh, thjeshtim t\u00eb procedurave dhe transparenc\u00eb e veprimtaris\u00eb s\u00eb administrat\u00ebs); komunikim, stabilitet stafi dhe rritja e besueshm\u00ebris\u00eb n\u00eb sh\u00ebrbimet\u00a0 e ofruara nga administrata ndaj biznesit; kthimi i besimit tek gjykatat.<\/p>\n<p style=\"text-align: justify;\">K\u00ebto faktor\u00eb p\u00ebrb\u00ebjn\u00eb nj\u00eb tr\u00ebk\u00ebnd\u00ebsh ku duhet t\u00eb fokusohet puna e bashk\u00ebpunimi qeveri-biznes n\u00eb muajt q\u00eb vijn\u00eb.<\/p>\n<p style=\"text-align: justify;\"><img decoding=\"async\" class=\"alignnone size-full wp-image-3280\" src=\"https:\/\/investment.com.al\/wp-content\/uploads\/2022\/12\/Capture-2-4.jpg\" alt=\"Capture 2\" width=\"1443\" height=\"650\" \/><\/p>\n<p style=\"text-align: justify;\"><strong>A duhen nd\u00ebrhyrje n\u00eb p\u00ebrmir\u00ebsimin e klim\u00ebs s\u00eb biznesit p\u00ebr investitor\u00ebt dhe ku duhen b\u00ebr\u00eb k\u00ebto nd\u00ebrhyrje?<\/strong><\/p>\n<p style=\"text-align: justify;\">Globalizmi \u00ebshte nj\u00eb fenomen, q\u00eb edhe n\u00ebse rri n\u00eb vend, prap\u00eb humbet sepse t\u00eb tjer\u00ebt ecin, investitor\u00ebt i kapin vendet e rajonit. P\u00ebrpjekje duhet t\u00eb b\u00ebhen p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar klim\u00ebn e biznesit n\u00eb vend duke mbrojtur investitor\u00ebt ekzistues, q\u00eb sigurisht jan\u00eb korrekt me detyrimet ndaj shtetit dhe shoq\u00ebris\u00eb son\u00eb. N\u00ebse mbrojm\u00eb k\u00ebta t\u00eb fundit dhe krijojm\u00eb mund\u00ebsi p\u00ebr ta q\u00eb fitimet e tyre t\u2019i ri-investojn\u00eb n\u00eb Shqip\u00ebri, at\u00ebher\u00eb i kemi b\u00ebr\u00eb sponsorizimin m\u00eb t\u00eb mir\u00eb vendit p\u00ebr investime. Shkalla e ri-investimit t\u00eb kapitalit \u00ebsht\u00eb nj\u00eb indikator i r\u00ebnd\u00ebsish\u00ebm i p\u00ebrmir\u00ebsimit t\u00eb klim\u00ebs s\u00eb biznesit dhe mund\u00ebsis\u00eb m\u00eb t\u00eb madhe p\u00ebr t\u00eb t\u00ebrhequr investitor\u00eb t\u00eb rinj. Koh\u00ebt e fundit, qeveria ka nd\u00ebrmarr\u00eb nj\u00eb s\u00ebr\u00eb masash, ve\u00e7an\u00ebrisht dh\u00ebnia e detyrimeve t\u00eb prapambetura, ligjet e fundit, si ai i turizmit dhe investimeve strategjike, apo fillimi i dh\u00ebnies s\u00eb lejeve t\u00eb nd\u00ebrtimit, q\u00eb duhet t\u00eb shoq\u00ebrohen sa m\u00eb par\u00eb me hartimin e dispozitave ligjore q\u00eb mund\u00ebsojn\u00eb zbatimin korrekt t\u00eb tyre si psh dh\u00ebnia e lejeve t\u00eb nd\u00ebrtimit etj. Megjithat\u00eb, d\u00ebshira dhe vullneti p\u00ebr t\u00eb krijuar nj\u00eb klim\u00eb t\u00eb mir\u00eb t\u00eb biznesit mund t\u00eb tregohet edhe me disa ndryshime t\u00eb vogla, pa kosto buxhetore por me ndikim tek biznesi. K\u00ebtu i referohem edhe nj\u00eb numri t\u00eb konsideruesh\u00ebm rekomandimesh praktike t\u00eb ofruara nga Sekretariati i K\u00ebshillit t\u00eb Investimeve, n\u00eb ve\u00e7anti n\u00eb lidhje me legjislacionin tatimor dhe inspektimet.<\/p>\n<p style=\"text-align: justify;\"><strong>Cil\u00ebt jan\u00eb sektor\u00ebt q\u00eb ju shikoni me potencial p\u00ebr t\u00eb t\u00ebrhequr investitor\u00ebt e huaj?<\/strong><\/p>\n<p style=\"text-align: justify;\">Nd\u00ebr sektor\u00ebt m\u00eb potencial\u00eb jan\u00eb\u00a0 infrastruktura, sepse vendi ka ende shum\u00eb nevoj\u00eb p\u00ebr investime dhe p\u00ebrmir\u00ebsime n\u00eb k\u00ebt\u00eb drejtim, sektori energjetik \u00ebsht\u00eb gjithashtu mjaft t\u00ebrheq\u00ebs p\u00ebr shkak t\u00eb burimeve natyrore q\u00eb ka Shqip\u00ebria, ujore dhe n\u00ebntok\u00ebsore. Por nd\u00ebrkoh\u00eb t\u00eb dy k\u00ebta sektor\u00eb k\u00ebrkojn\u00eb kapitale t\u00eb m\u00ebdha investimi dhe n\u00eb nj\u00eb koh\u00eb t\u00eb v\u00ebshtir\u00eb konjukturash nd\u00ebrkomb\u00ebtare mendoj se do t\u00eb ishte me shum\u00eb interes t\u00ebrheqja e investimeve t\u00eb huaja, q\u00eb mund t\u00eb k\u00ebrkojn\u00eb kapital m\u00eb t\u00eb ul\u00ebt, por q\u00eb jan\u00eb m\u00eb t\u00eb shumt\u00eb n\u00eb num\u00ebr.<\/p>\n<p style=\"text-align: justify;\">Nj\u00eb deg\u00eb me interes \u00ebsht\u00eb padyshim teknologjia e informacionit. Shqip\u00ebria tashm\u00eb \u00ebsht\u00eb kthyer nj\u00eb nj\u00eb atraksion p\u00ebr bizneset e \u2018call-center\u2019, numri i t\u00eb cilave \u00ebsht\u00eb rritur me shpejt\u00ebsi gjat\u00eb viteve t\u00eb fundit, kryesisht si pasoj\u00eb e kostos s\u00eb lir\u00eb s\u00eb pun\u00ebs. K\u00ebto biznese mund t\u00eb sh\u00ebrbejn\u00eb shum\u00eb mir\u00eb si ur\u00eb p\u00ebr t\u00eb zhvilluar m\u00eb tej ngritjen e bizneseve me baz\u00eb t\u00eb IT-s\u00eb n\u00eb vend. Infrastruktura dhe rrjeti n\u00eb k\u00ebt\u00eb drejtim tashm\u00eb \u00ebsht\u00eb ngritur dhe mund\u00ebsit\u00eb p\u00ebr t\u00eb trajnuar t\u00eb rinjt\u00eb, q\u00eb do t\u00eb jen\u00eb edhe forca e pun\u00ebs n\u00eb k\u00ebt\u00eb fush\u00eb, jan\u00eb shum\u00eb t\u00eb mira. Mendoj q\u00eb Shqip\u00ebria e ka nj\u00eb shans n\u00eb k\u00ebt\u00eb drejtim \u00e7ka garanton nj\u00eb rritje jo vet\u00ebm t\u00eb\u00a0 investimeve t\u00eb huaja por edhe t\u00eb t\u00eb ardhurave p\u00ebr t\u00eb pun\u00ebsuarit n\u00eb k\u00ebt\u00eb sektor. Qeveria mund t\u00eb nxis\u00eb n\u00eb k\u00ebt\u00eb drejtim duke ofruar incentiva t\u00eb ndryshme n\u00eb leht\u00ebsim fiskal apo mb\u00ebshtetje p\u00ebr pun\u00ebsimet e reja dhe trajnimet e stafit. Nd\u00ebrkoh\u00eb duhe t\u00eb b\u00ebhet gjithashtu edhe lidhja me sistemin arsimor, i cili t\u00eb p\u00ebrgatis\u00eb profesionist\u00eb cil\u00ebsor\u00eb n\u00eb sektorin e IT-s\u00eb ku t\u00eb mund\u00ebsohet lidhja me bizneset dhe ofrimi i praktikave t\u00eb pun\u00ebs.<\/p>\n<p style=\"text-align: justify;\"><strong>Sa konkurruese e vler\u00ebsoni Shqip\u00ebrin\u00eb kundrejt Rajonit?<\/strong><\/p>\n<p style=\"text-align: justify;\">Aktualisht ne po punojme me k\u00ebt\u00eb \u00e7\u00ebshtje, dhe n\u00eb dt 28 Prill, do t\u00eb paraqesim disa nga rekomandimet te K\u00ebshilli i Investimeve. Shqip\u00ebria ka nj\u00eb treg t\u00eb vog\u00ebl, por nga ana tjet\u00ebr paraqet mund\u00ebsi fantastike p\u00ebr shkak t\u00eb pozicionit gjeografik, procesit t\u00eb integrimit n\u00eb Bashkimin European, fuqis\u00eb pun\u00ebtore aktive, mund\u00ebsive t\u00eb reja t\u00eb pashfryt\u00ebzuara (turiz\u00ebm, agrikultur\u00eb, sh\u00ebrbime BOP, industri e leht\u00eb) apo ndoshta edhe nje monedh\u00eb relativisht stab\u00ebl. Shqip\u00ebria duhet par\u00eb si pjes\u00eb e integruar e tregut rajonal ballkanik dhe n\u00eb k\u00ebt\u00eb kuad\u00ebr mund t\u00eb ofroj\u00eb mund\u00ebsi shum\u00eb t\u00eb mira p\u00ebr investitor\u00ebt e huaj. Vendet e Ballkanit Per\u00ebndimor si Maqedonia dhe Serbia jan\u00eb treguar agresive n\u00eb t\u00ebrheqjen e kompanive kryesisht n\u00eb sektorin automotiv p\u00ebr shkak edhe t\u00eb nj\u00eb tradite t\u00eb tyre n\u00eb k\u00ebt\u00eb sektor. Shqip\u00ebria \u00ebsht\u00eb pjes\u00eb e k\u00ebtij rajoni dhe duhet par\u00eb e integruar brenda nj\u00eb tregu m\u00eb t\u00eb gjer\u00eb rajonal, p\u00ebr t\u00eb qen\u00eb komplementare por edhe konkurruese n\u00eb sektor\u00ebt q\u00eb mund t\u00eb paraqes\u00eb avantazhe.<\/p>\n<p style=\"text-align: justify;\">Sektori i BoP, megjith\u00ebse me nj\u00eb pesh\u00eb t\u00eb ul\u00ebt n\u00eb PBB (mendohet nga 3-5%) \u00ebsht\u00eb nj\u00eb sektor n\u00eb rritje, ka shum\u00eb interes nga investitor\u00eb t\u00eb huaj dhe me tendenc\u00eb diversifikimi t\u00eb sh\u00ebrbimeve q\u00eb ofron, jo vet\u00ebm sh\u00ebrbime klienti dhe marketingu, por edhe n\u00eb sh\u00ebrbime financiare, ligjore, kontabiliteti, programimi, etj.
