N\u00eb nj\u00eb intervist\u00eb p\u00ebr Buletinin e FIAA-s t\u00eb muajit qershor, znj. Diana Leka, Drejtore e Sekretariatit t\u00eb K\u00ebshillit Shqiptar t\u00eb Investimeve, ka pohuar se nj\u00eb nga shtyllat kryesore ku nevojitet t\u00eb fokusohemi ka t\u00eb b\u00ebj\u00eb me at\u00eb se n\u00eb cil\u00ebn fush\u00eb do t\u00eb kemi kryesisht rritje apo investime n\u00eb periudh\u00ebn e ardhshme, si dhe cilat mund t\u00eb jen\u00eb politikat p\u00ebrkat\u00ebse, duke pasur parasysh edhe kontekstin rajonal.<\/p>\n<h6><strong>Cili \u00ebsht\u00eb roli q\u00eb ka pasur K\u00ebshilli i Investimeve n\u00eb p\u00ebrmir\u00ebsimin e mjedisit t\u00eb biznesit dhe si e vler\u00ebsoni klim\u00ebn e investimeve aktualisht n\u00eb Shqip\u00ebri?<\/strong><\/h6>\n<p>K\u00ebshilli i Investimeve ka punuar n\u00eb m\u00ebnyr\u00eb specifike p\u00ebr p\u00ebrmir\u00ebsimin e inspektimit tatimor, leht\u00ebsimin e procedurave doganore, zgjidhjen e mosmarr\u00ebveshjeve, si dhe mbi informalitetin. Ka disa p\u00ebrmir\u00ebsime n\u00eb leht\u00ebsimin e sh\u00ebrbimeve dhe dokumentacionit n\u00eb lidhje me pages\u00ebn e taksave, leht\u00ebsimin e lejeve t\u00eb nd\u00ebrtimit, komunikimin dhe transparenc\u00ebn me tatimpaguesit, hapat p\u00ebr mbylljen e nj\u00eb biznesi, n\u00ebnshkrimin elektronik, p\u00ebrpjekjet e nd\u00ebrmarra n\u00eb lidhje me rimbursimin e TVSH-s\u00eb p\u00ebr eksportuesit apo regjimin e p\u00ebrpunimit aktiv (RPA), p\u00ebrmir\u00ebsimin e transparenc\u00ebs ndaj tatimpaguesve, akses m\u00eb t\u00eb madh online t\u00eb regjistrave t\u00eb tok\u00ebs dhe pronave, etj. Disa raporte t\u00eb r\u00ebnd\u00ebsishme nd\u00ebrkomb\u00ebtare, p\u00ebrfshir\u00eb Doing Business, kan\u00eb sh\u00ebnuar gjithashtu rezultate pozitive mbi \u00e7\u00ebshtjet e m\u00ebsip\u00ebrme.<\/p>\n<p>Nd\u00ebrsa, n\u00eb nivelin e politikave makro \u2013 reformat strukturore t\u00eb filluara mbi energjin\u00eb, pensionet, kredit\u00eb e k\u00ebqija, pron\u00ebsin\u00eb e tok\u00ebs, rregullat fiskale dhe transparenc\u00ebn e menaxhimit t\u00eb parave publike, reform\u00ebn territoriale, duhet t\u00eb p\u00ebrshpejtohen m\u00eb tej p\u00ebr t\u00eb arritur potencialin e madh q\u00eb Shqip\u00ebria mund t\u00eb ofroj\u00eb p\u00ebr t\u00eb konkurruar n\u00eb rajon dhe globalisht.<\/p>\n<h6><strong>Si e prisni mjedisin gjat\u00eb gjysm\u00ebs s\u00eb dyt\u00eb t\u00eb 2017-s?<\/strong><\/h6>\n<p>Stabiliteti i ligjeve dhe institucioneve do ta b\u00ebjn\u00eb gjysm\u00ebn e dyt\u00eb t\u00eb 2017-s v\u00ebrtet premtuese p\u00ebr vendimet \u201cn\u00eb pritje\u201d t\u00eb investimeve private. Parashikueshm\u00ebria \u00ebsht\u00eb tep\u00ebr e r\u00ebnd\u00ebsishme p\u00ebr aktivitetin e biznesit dhe investimet. Si nj\u00eb vend me ekonomi t\u00eb vog\u00ebl, ndon\u00ebse me pozicionim gjeografik strategjik, stabiliteti mbetet tep\u00ebr i r\u00ebnd\u00ebsish\u00ebm n\u00eb t\u00eb gjitha aspektet, por m\u00eb specifikisht p\u00ebr sa i p\u00ebrket ligjeve dhe institucioneve.<\/p>\n<h6><strong>Cilat jan\u00eb disa nga sfidat e pritshme p\u00ebr investime n\u00eb Shqip\u00ebri?<\/strong><\/h6>\n<p>Nj\u00eb nga shtyllat kryesore ku nevojitet t\u00eb fokusohemi ka t\u00eb b\u00ebj\u00eb me at\u00eb se n\u00eb cil\u00ebn fush\u00eb do t\u00eb kemi kryesisht rritje apo investime n\u00eb periudh\u00ebn e ardhshme, si dhe cilat mund t\u00eb jen\u00eb politikat p\u00ebrkat\u00ebse, duke pasur parasysh edhe kontekstin rajonal.<br \/>\nNivelet e produktivitetit, ve\u00e7an\u00ebrisht t\u00eb produktivitetit t\u00eb pun\u00ebs, mbeten t\u00eb ul\u00ebta, ndoshta kjo p\u00ebr shkak t\u00eb cil\u00ebsis\u00eb s\u00eb klim\u00ebs s\u00eb investimeve dhe gjendjes aktuale t\u00eb \u201ckonkurrenc\u00ebs s\u00eb pandershme\u201d. Sfidat e ardhshme, p\u00ebrve\u00e7 reform\u00ebs ligjore, kan\u00eb t\u00eb b\u00ebjn\u00eb me politikat proaktive mbi:<\/p>\n<ol>\n<li>Informalitetin dhe munges\u00ebn e financimit, t\u00eb cilat ndikojn\u00eb drejtp\u00ebrs\u00ebdrejti n\u00eb konkurrenc\u00eb. Ne kemi punuar mbi k\u00ebto \u00e7\u00ebshtje vitin e kaluar dhe besoj se nj\u00eb plan i mir\u00ebp\u00ebrcaktuar dhe i konsoliduar me terma afatshkurt\u00ebr dhe t\u00eb mes\u00ebm \u00ebsht\u00eb i nevojsh\u00ebm p\u00ebr t\u00eb trajtuar k\u00ebto \u00e7\u00ebshtje. Ka ende mang\u00ebsi n\u00eb t\u00eb dh\u00ebnat e disagreguara, t\u00eb cilat pengojn\u00eb p\u00ebrcaktimin sasior t\u00eb gjetjeve q\u00eb t\u00eb mund\u00ebsojn\u00eb opsione p\u00ebr politika p\u00ebr shembull n\u00eb bujq\u00ebsi, tregti dhe sh\u00ebrbime, t\u00eb cil\u00ebt jan\u00eb sektor\u00ebt kryesor\u00eb q\u00eb kontribuojn\u00eb n\u00eb rritje\/pun\u00ebsim.<\/li>\n<li>Investimin n\u00eb p\u00ebrmir\u00ebsimin e kapitalit njer\u00ebzor dhe cil\u00ebsin\u00eb e arsimit, duke u fokusuar m\u00eb shum\u00eb n\u00eb aft\u00ebsit\u00eb t\u00eb cilat do t\u00eb mund\u00ebsonin aksesin e leht\u00eb n\u00eb tregun aktual t\u00eb pun\u00ebs dhe ekonomin\u00eb e njohurive t\u00eb reja \u2013 p\u00ebr shembull K\u00ebshilli i Investimeve punoi n\u00eb shkurt 2017 dhe rekomandoi fokusimin e arsimit n\u00eb zgjidhjen e problemeve, gjuh\u00ebt e huaja, aft\u00ebsit\u00eb Microsoft dhe komunikim. Investimet n\u00eb K&amp;ZH jan\u00eb n\u00eb nj\u00eb nivel shum\u00eb t\u00eb ul\u00ebt, nd\u00ebrkoh\u00eb q\u00eb inovacioni gjith\u00ebp\u00ebrfshir\u00ebs dhe k\u00ebrkimi e zhvillimi jan\u00eb parakushte p\u00ebr krijimin e aft\u00ebsive t\u00eb reja dhe p\u00ebrshtatjen e atyre ekzistueseve.<\/li>\n<li>Leht\u00ebsimi i aksesit t\u00eb biznesit t\u00eb ri si p.sh., startup, n\u00eb pengesat q\u00eb ata hasin kur hyjn\u00eb n\u00eb treg. Si \u00e7do model tjet\u00ebr biznesi, startup-et p\u00ebrballen me barr\u00eb administrative si nj\u00eb biznes i zakonsh\u00ebm. Politika t\u00eb orientuara dhe t\u00eb posa\u00e7me do t\u00eb ndihmonin p\u00ebr t\u2019i mb\u00ebshtetur ata, ve\u00e7an\u00ebrisht n\u00eb aksesin n\u00eb financim dhe hyrjen n\u00eb tregje. Shqip\u00ebria dhe vendet lindore jan\u00eb t\u00eb p\u00ebrmendura n\u00eb mediat kryesore nd\u00ebrkomb\u00ebtare p\u00ebr \u201cshfaqjen e ambicieve teknologjike\u201d. Konkurrenca rajonale \u00ebsht\u00eb duke u b\u00ebr\u00eb tep\u00ebr agresive dhe politika proaktive dhe fleksibile duhet t\u00eb jen\u00eb n\u00eb krye t\u00eb axhend\u00ebs.<\/li>\n<li>P\u00ebrmir\u00ebsimi i infrastruktur\u00ebs si p.sh. n\u00eb energji, logjistik\u00eb dhe kosto e tregtis\u00eb, dhe n\u00eb infrastruktur\u00ebs s\u00eb TIK, duke konsideruar investime publike p\u00ebr t\u2019u fokusuar m\u00eb shum\u00eb n\u00eb \u201ckonektivitet\u201d dhe duke krijuar kushte p\u00ebr investime private, nd\u00ebrkoh\u00eb q\u00eb investimet private mund t\u00eb jen\u00eb m\u00eb t\u00eb shumta n\u00eb bujq\u00ebsi, turiz\u00ebm, automobila, etj.<\/li>\n<\/ol>\n<p>Natyrisht shpejt\u00ebsia dhe pjekuria e reform\u00ebs s\u00eb drejt\u00ebsis\u00eb ndjekur nga profesionalizmi dhe imazhi i administrat\u00ebs publike jan\u00eb parakushte q\u00eb mund t\u00eb leht\u00ebsojn\u00eb apo t\u00eb pengojn\u00eb \u00e7do reform\u00eb n\u00eb vend.<\/p>\n<h6><strong>\u00c7far\u00eb do t\u00eb diskutoj\u00eb K\u00ebshilli n\u00eb gjysm\u00ebn e dyt\u00eb t\u00eb 2017-s?<\/strong><\/h6>\n<p>Do diskutohet mbi thjeshtimin e inspektimeve p\u00ebr t\u00eb ulur barr\u00ebn administrative p\u00ebr biznesin. Inspektimet shtet\u00ebrore jan\u00eb komponente t\u00eb r\u00ebnd\u00ebsishme t\u00eb sistemit rregullator dhe shum\u00eb t\u00eb r\u00ebnd\u00ebsishme p\u00ebr shoq\u00ebrin\u00eb, bizneset dhe qytetar\u00ebt. Megjithat\u00eb, inspektimet mund t\u00eb krijojn\u00eb kosto t\u00eb tep\u00ebrta dhe barr\u00eb administrative p\u00ebr bizneset, duke dekurajuar sip\u00ebrmarrjen. Numri i lart\u00eb dhe mbivendosja e shpesht\u00eb e inspektimeve t\u00eb ndryshme sikurse edhe efikasiteti n\u00eb praktik\u00eb, mbeten ende nj\u00eb shqet\u00ebsim p\u00ebr sektorin privat, t\u00eb raportuar gjithashtu edhe pran\u00eb Sekretariatit. Prandaj, analiza e procedurave t\u00eb inspektimit dhe bashk\u00ebveprimi me bizneset dhe autoritetet p\u00ebrkat\u00ebse do t\u00eb jen\u00eb pjes\u00eb e axhend\u00ebs s\u00eb K\u00ebshillit t\u00eb Investimeve p\u00ebr gjysm\u00ebn e dyt\u00eb t\u00eb 2017-s.<\/p>\n<p>Pika e dyt\u00eb lidhet me lejet e nd\u00ebrtimit dhe portali e-lejet n\u00eb kuad\u00ebr t\u00eb reform\u00ebs territoriale.<br \/>\nQeveria ka nxjerr\u00eb nj\u00eb faqe interneti mbi lejet e nd\u00ebrtimit, duke synuar leht\u00ebsimin e procedurave p\u00ebr biznesin dhe individ\u00ebt p\u00ebr marrjen e k\u00ebtyre lejeve. Sekretariati i KI ka mbledhur disa opinione paraprake nga bizneset mbi zbatimin e lejeve t\u00eb nd\u00ebrtimit, ve\u00e7an\u00ebrisht n\u00eb lidhje me tokat bujq\u00ebsore dhe industriale. Bazuar nga sa m\u00eb sip\u00ebr, q\u00ebllimi yn\u00eb \u00ebsht\u00eb q\u00eb, n\u00eb bashk\u00ebpunim me organet e qeverisjes vendore dhe aktor\u00ebve p\u00ebrkat\u00ebs, t\u00eb konsiderohet impakti i reformave t\u00eb tilla mbi investimet dhe zhvillimin ekonomik.<\/p>\n<h6><strong>\u00c7far\u00eb mendoni se mund t\u00eb b\u00ebhet m\u00eb tej p\u00ebr t\u00eb p\u00ebrmir\u00ebsuar kushtet e t\u00eb b\u00ebrit biznes?<\/strong><\/h6>\n<p>Shteti i s\u00eb drejt\u00ebs. Shqip\u00ebria ka nj\u00eb s\u00ebr\u00eb ligjesh n\u00eb p\u00ebrputhje me standardet e BE-s\u00eb, por ka v\u00ebshtir\u00ebsi n\u00eb zbatimin e tyre. N\u00eb \u00e7do politik\u00eb t\u00eb re komb\u00ebtare investimesh, duhet t\u00eb konsiderohet \u00e7far\u00eb \u00ebsht\u00eb me t\u00eb v\u00ebrtet\u00eb e r\u00ebnd\u00ebsishme p\u00ebr sektorin privat q\u00eb \u201ct\u00eb vendos\u00eb t\u00eb investoj\u00eb\u201d, madh\u00ebsia e vendit, specifikat p\u00ebr \u00e7far\u00eb vendi yn\u00eb mbetet \u201cunik\u201d, p\u00ebrputhja me \u201caxhend\u00ebn e konektivitetit\u201d n\u00eb kuad\u00ebr t\u00eb procesit t\u00eb Berlinit. Vitin e kaluar, K\u00ebshilli i Investimeve punoi mbi incentivat p\u00ebr investime n\u00eb Shqip\u00ebri krahasuar me vendet e tjera t\u00eb Ballkanit dhe u konkludua se \u201charta e incentivave\u201d \u00ebsht\u00eb e ndryshme nga vendet e tjera t\u00eb Ballkanit. Zhvillimi i instrumenteve p\u00ebrkat\u00ebs dhe t\u00eb pranuara mund t\u00eb ndihmoj\u00eb n\u00eb konvergjenc\u00ebn rajonale p\u00ebrmes harmonizimit t\u00eb politikave dhe p\u00ebrputhjes me standardet e KE-s\u00eb. Ajo gjithashtu do t\u00eb trajtoj\u00eb rregullat e ndryshme teknike q\u00eb pengojn\u00eb tregtin\u00eb brenda rajonit.<\/p>\n<p>Nga aspekti rajonal, \u00ebsht\u00eb e r\u00ebnd\u00ebsishme t\u00eb p\u00ebrmir\u00ebsohet eficenca n\u00eb zbatimin e projekteve t\u00eb filluara brenda limiteve t\u00eb borxhit t\u00eb brendsh\u00ebm, i cili lidhet drejtp\u00ebrs\u00ebdrejti me projektet e infrastruktur\u00ebs.<\/p>\n<p>P\u00ebrgatitja e projekteve q\u00eb mund t\u00eb konsiderohen si projekte \u201ccil\u00ebsore\u201d t\u00eb cilat mund t\u00eb sjellin v\u00ebrtet nj\u00eb impakt p\u00ebr vendin, dhe mbi t\u00eb gjitha konsultimi paraprak i ligjeve apo politikave t\u00eb reja me sektorin privat do t\u00eb ndihmonte n\u00eb gjetjen e zgjidhjeve m\u00eb t\u00eb mira t\u00eb p\u00ebrbashk\u00ebta dhe komunikim m\u00eb t\u00eb mir\u00eb.
