Q\u00ebllimi kryesor i KI-s\u00eb \u00ebsht\u00eb t\u00eb leht\u00ebsoj\u00eb dialogun midis pal\u00ebve p\u00ebr zhvillimin e nj\u00eb klime t\u00eb favorshme, jo-diskriminuese dhe transparente p\u00ebr biznesin dhe investimet n\u00eb Shqip\u00ebri. Nga ana operacionale, puna e K\u00ebshillit leht\u00ebsohet nga Sekretariati i tij teknik, mb\u00ebshtetur nga BERZH, aktualisht me financim nga Sekretariati Zvicerian p\u00ebr \u00c7\u00ebshtje Ekonomike (SECO).<\/p>\n<p>Pas ndryshimit t\u00eb VKM-s\u00eb n\u00eb vitin 2019, Dhoma e Tregtis\u00eb dhe Industris\u00eb, Tiran\u00eb dhe Bashkimi i Dhomave t\u00eb Tregtis\u00eb dhe Industris\u00eb s\u00eb Shqip\u00ebris\u00eb u p\u00ebrfaq\u00ebsuan me mandat t\u00eb p\u00ebrhersh\u00ebm n\u00eb KI, nd\u00ebrsa kat\u00ebr dhomave t\u00eb huaja t\u00eb tregtis\u00eb: Shoqata e Investitor\u00ebve t\u00eb Huaj n\u00eb Shqip\u00ebri (FIAA), Dhoma Amerikane e Tregtis\u00eb (AmCham), Dhoma Gjermane e Tregtis\u00eb (DIHA), Confindustria Albania u angazhuan me mandat 2-vje\u00e7ar.<\/p>\n<h6><strong><em>Z\u00ebri i sektorit bankar ka qen\u00eb gjithmon\u00eb i pranish\u00ebm n\u00eb tryezat e KI-s\u00eb, p\u00ebrfaq\u00ebsuar nd\u00ebr vite nga Banka e Shqip\u00ebris\u00eb, si dhe n\u00eb periudha t\u00eb caktuara nga Shoqata Shqiptare e Bankave (AAB) dhe BKT.<\/em><\/strong><\/h6>\n<h6><\/h6>\n<h6><strong><em>Cilat jan\u00eb arritjet m\u00eb t\u00eb konsiderueshme n\u00eb k\u00ebto vite veprimtari? <\/em><\/strong><\/h6>\n<p>N\u00eb pes\u00eb vite veprimtari, bazuar n\u00eb nj\u00eb metodologji t\u00eb strukturuar pune, K\u00ebshilli i Investimeve ka konsoliduar pozicionin e tij si nj\u00eb platform\u00eb efektive dialogu. K\u00ebshtu, puna fillon me analiza ekonomiko-ligjore t\u00eb \u00e7\u00ebshtjeve n\u00eb shqyrtim, bazuar edhe n\u00eb anketat tona t\u00eb p\u00ebrvitshme, nd\u00ebrkoh\u00eb q\u00eb puna k\u00ebrkimore e Sekretariatit m\u00eb tej p\u00ebrqendrohet n\u00eb:<\/p>\n<ul>\n<li>Konsultime t\u00eb drejtp\u00ebrdrejta me t\u00eb gjith\u00eb aktor\u00ebt, me fokus evidentimin e problematikave m\u00eb kryesore, si dhe prioritizimin e nd\u00ebrhyrjeve p\u00ebr p\u00ebrmir\u00ebsimin e klim\u00ebs s\u00eb investimeve n\u00eb vend;<\/li>\n<li>Analiza ligjore \u2013 rregullatore, anketime, pun\u00eb k\u00ebrkimore, organizimin e mbledhjeve n\u00eb nivel teknik, ngritjen e grupeve specifike t\u00eb pun\u00ebs mbi zbatimin e rekomandimeve;<\/li>\n<li>P\u00ebrgatitjen e rekomandimeve dhe masave specifike p\u00ebr t\u2019u zbatuar nga institucionet dhe shoqatat\/dhomat mbi zgjidhjet e mundshme t\u00eb problematikave t\u00eb evidentuara;<\/li>\n<li>Monitorim i statusit t\u00eb zbatimit t\u00eb rekomandimeve t\u00eb KI.<\/li>\n<\/ul>\n<p>Q\u00eb nga krijimi i tij, KI ka trajtuar problematika me ndikim t\u00eb drejtp\u00ebrdrejt n\u00eb klim\u00ebn e investimeve, ai: informaliteti, kontrolli tatimor, ankimimi administrativ, nxit\u00ebsit e investimeve, inspektimet, siguria e pron\u00ebs, etj. Jan\u00eb dh\u00ebn\u00eb 188 rekomandime, t\u00eb kategorizuara n\u00eb kat\u00ebr shtylla kryesore: (i) Strategjike, (ii) Institucionale, (iii) Ligjore dhe (iv) Transparenc\u00eb.\u00a0 Aktualisht rreth 37% e rekomandimeve jan\u00eb p\u00ebrmbushur dhe 19% jan\u00eb n\u00eb proces zbatimi.<\/p>\n<p>P\u00ebr shembull, n\u00eb <em>kuad\u00ebr t\u00eb luft\u00ebs ndaj informalitetit,<\/em> kemi ndikuar si n\u00eb:<\/p>\n<ul>\n<li>p\u00ebrmir\u00ebsimin e fokusit, ashtu dhe t\u00eb qasjes sektoriale t\u00eb k\u00ebsaj reforme me nd\u00ebrhyrje konkrete ligjore n\u00eb procedurat tatimore, si: n\u00eb bujq\u00ebsi, turiz\u00ebm dhe sh\u00ebrbime,<\/li>\n<li>p\u00ebrshpejtimin e fokusit n\u00eb reform\u00ebn e inspektimeve, kryesisht n\u00eb drejtim t\u00eb unifikimit t\u00eb praktikave administrative mbi inspektimet n\u00eb nivelin qendror dhe lokal.<\/li>\n<li>advokimin p\u00ebr thjeshtimin e procedurave t\u00eb biznesit, n\u00eb drejtim t\u00eb reform\u00ebs s\u00eb derregullimit, p\u00ebrmes thjeshtimit t\u00eb procedurave tatimore dhe doganore.<\/li>\n<li>advokimin p\u00ebr nd\u00ebrhyrje sa m\u00eb t\u00eb shpejt\u00eb p\u00ebr rritjen e cil\u00ebsis\u00eb s\u00eb fuqis\u00eb pun\u00ebtore me nevojat e sektor\u00ebve prioritar\u00eb, ku biznesi sheh potencial p\u00ebr investime t\u00eb reja. Ky sugjerim u ndoq edhe me hapa konkret\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm p\u00ebr forcimin e partneritetit universitet-qeveri-biznes si n\u00eb rastin e qendrave IT (p\u00ebr krijimin e <em>talent pools<\/em>),<\/li>\n<li>advokimin p\u00ebr p\u00ebrmir\u00ebsimin e platform\u00ebs elektronike t\u00eb lejeve t\u00eb nd\u00ebrtimit, administruar nga Agjencia e Zhvillimit t\u00eb Territorit,<\/li>\n<\/ul>\n<p>si dhe rekomandime konkrete n\u00eb k\u00ebndv\u00ebshtrimin e biznesit, sa i p\u00ebrket unifikimit t\u00eb procedurave t\u00eb ankimimit administrativ n\u00eb institucionet me ndikimin m\u00eb t\u00eb ndjesh\u00ebm p\u00ebr bizneset, si: DPT, DPD, Inspektoriate, etj.<\/p>\n<h6><strong><em>P\u00ebrfshirja e industris\u00eb bankare n\u00eb optik\u00ebn e KI-s\u00eb dhe gjetjet lidhur me k\u00ebt\u00eb industri.<\/em><\/strong><\/h6>\n<p>Z\u00ebri i sektorit bankar ka qen\u00eb gjithmon\u00eb i pranish\u00ebm n\u00eb tryezat e KI-s\u00eb, p\u00ebrfaq\u00ebsuar nd\u00ebr vite nga Banka e Shqip\u00ebris\u00eb, si dhe n\u00eb periudha t\u00eb caktuara nga Shoqata Shqiptare e Bankave (AAB) dhe BKT. Konkretisht, AAB ka qen\u00eb partneri kryesor n\u00eb analiz\u00ebn e ankimimit administrativ, si dhe n\u00eb konsultimin e projektligjit p\u00ebr falimentin. Gjithashtu, theksoj bashk\u00ebpunimin n\u00eb kuadrin e analizave dhe rekomandimeve kund\u00ebr informalitetit, konsoliduar m\u00eb tej n\u00eb sektorin e turizmit dhe bujq\u00ebsis\u00eb. S\u00eb fundmi, n\u00eb vijim t\u00eb analiz\u00ebs son\u00eb mbi nd\u00ebrveprimin biznes-bashki (janar 2020), pat\u00ebm nj\u00eb bashk\u00ebpunim mjaft t\u00eb mir\u00eb me AAB-n\u00eb mbi problematikat e bllokimit t\u00eb llogarive t\u00eb biznesit nga bashkit\u00eb.
