T\u00eb pasurit e nj\u00eb vizioni t\u00eb qart\u00eb, angazhimi serioz \u00a0dhe transmetimi i mesazheve t\u00eb matura mbi \u00a0nd\u00ebrhyrjet \u00a0sistemike t\u00eb nevojshme rrit elasticitetin q\u00eb ekonomia t\u00eb p\u00ebrballoj\u00eb m\u00eb mir\u00eb goditje t\u00eb tilla si COV19 apo edhe t\u00eb tjera dhe mbetet faktor i r\u00ebnd\u00ebsish\u00ebm p\u00ebr p\u00ebrmir\u00ebsimin n\u00eb koh\u00eb t\u00eb sistemit socio-ekonomik t\u00eb vendit.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong><u>R\u00ebnd\u00ebsia e triple helix n\u00eb ekosistemin sip\u00ebrmarr\u00ebs<\/u><\/strong><\/p>\n<p>Th\u00ebn\u00eb thjesht, modeli triple helix p\u00ebrfshin tre aktor\u00eb: (1) universitetet, (2) qeverin\u00eb dhe (3) sip\u00ebrmarr\u00ebsit nd\u00ebrkoh\u00eb q\u00eb ekosistemi lidhet me bashk\u00ebveprimin mes politik\u00ebs, institucioneve publike dhe sip\u00ebrmarr\u00ebsve dhe sot ky nd\u00ebrveprim merr nj\u00eb r\u00ebnd\u00ebsi shum\u00eb t\u00eb madhe. Literatura sugjeron se t\u00eb pasurit e nj\u00eb vizioni t\u00eb qart\u00eb, nderveprimi ne kohe brenda ekosistemit dhe transmetimi i mesazheve koherente dhe n\u00eb m\u00ebnyr\u00eb te qendrueshme rrisin elasticitetin ndaj goditjeve t\u00eb tilla si COV19.<\/p>\n<p>Kjo \u00ebsht\u00eb gjithashtu edhe nj\u00eb \u201cniche\u201d ku punon K\u00ebshilli Investimeve (KI), i cili n\u00eb modelin e tij t\u00eb funksionimit ka nderveprimin ne trekendeshin Qeveri-Biznes-Donatore. K\u00ebshilli i Investimeve punon me nj\u00eb qasje nga posht\u00eb lart dhe ndihmon n\u00eb dh\u00ebnien e mesazheve ky\u00e7e ndaj vendimmarrjes p\u00ebr problematika t\u00eb q\u00ebn\u00ebsishme t\u00eb klim\u00ebs s\u00eb investimeve n\u00eb vend. Konkretisht, q\u00eb n\u00eb vitin 2017, u evidentua nga bashk\u00ebpunimi me bizneset, se universitetet duhet t\u00eb jen\u00eb partner\u00eb n\u00eb k\u00ebt\u00eb platform\u00eb si aktor\u00eb t\u00eb r\u00ebnd\u00ebsish\u00ebm t\u00eb zinxhirit t\u00eb tregut t\u00eb pun\u00ebs dhe inovacionit. Ndaj me sugjerimin e an\u00ebtar\u00ebve te\u00eb binzesit n\u00eb KI, menj\u00ebher\u00eb u formalizua bashk\u00ebpunimi me an\u00eb t\u00eb memorandumeve t\u00eb bashk\u00ebpunimit si p.sh. me Universitetin \u201cEpoka\u201d dhe sot ky bashk\u00ebpunim \u00ebsht\u00eb duke u konsoliduar m\u00eb tej.<\/p>\n<p><strong>Pika e dyt\u00eb:<\/strong> Si t\u00eb maksimizojm\u00eb potencialin e vendit p\u00ebr t\u00ebrheqjen e investimeve dhe nevojave t\u00eb sip\u00ebrmarjes p\u00ebrmes stimulimit t\u00eb nd\u00ebrveprimit sistemik t\u00eb aktor\u00ebve biznes-qeveri-universitete?<\/p>\n<p>N\u00eb vitin 2017 ne punuam n\u00eb aspektin sesi sip\u00ebrmarr\u00ebsit (n\u00eb sektorin BPO &#8211; n\u00ebnkontraktim tek t\u00eb tret\u00ebt) e konsideronin ekzistenc\u00ebn e potencialit p\u00ebr investimeve n\u00eb tregun shqiptar dhe mund t\u00eb gjenin opsione p\u00ebr incentiva drejt kapitalit njer\u00ebzor n\u00eb Shqip\u00ebri duke pasur parasysh se tregu i BPO konsiderohej mjaft josh\u00ebs.<\/p>\n<p>N\u00eb at\u00eb koh\u00eb takuam n\u00eb Tiran\u00eb kompani t\u00eb tilla si BBC Apple, Google, kompani t\u00eb famshme q\u00eb punojn\u00eb n\u00eb sektorin e sh\u00ebrbimeve IT. Ato vinin n\u00eb dukje potencialin e vendit dhe t\u00eb burimeve njer\u00ebzore lokale, por edhe sfidat duke n\u00ebnvizuar se sip\u00ebrmarrja ishte optimiste, por kishte nevoj\u00eb p\u00ebr ndihm\u00eb nga sistemi p\u00ebr t\u00eb maksimizuar potencialin dhe pyetja n\u00eb at\u00eb koh\u00eb ishte: <strong>Si t\u00eb maksimizojm\u00eb\/optimizojm\u00eb k\u00ebt\u00eb potencial me nevojat e sip\u00ebrmarr\u00ebsve? <\/strong>Ne kuptuam nga analiza e \u00a0t\u00eb dh\u00ebnave lokale dhe nd\u00ebrveprimi me bizneset, se zgjidhja e \u00a0\u00e7\u00ebshtjeve t\u00eb tregut duhet t\u00eb filloj\u00eb nga arsimi n\u00ebse gjykonim nga perspektiva e zinxhirit t\u00eb furnizimit n\u00eb ve\u00e7anti. Ndaj edhe \u00a0u dhan\u00eb sugjerime q\u00eb lidheshin \u00a0me universitetet, qeverin\u00eb apo edhe sip\u00ebrmarrjen. N\u00eb at\u00eb koh\u00eb duke u thelluar m\u00eb shum\u00eb evidentuam se n\u00eb disa sektor\u00eb vendi ishte \u00a0konkurrues, por nuk mund t\u00eb arrinim konkurrent\u00ebt tan\u00eb pik\u00ebrisht prej hendekut (sasior ose cil\u00ebsor) n\u00eb kapitalin njer\u00ebzor. P\u00ebr shembull, n\u00eb at\u00eb koh\u00eb ne konstatuam se zyrat e karrier\u00ebs n\u00eb disa fakultetete ekzistonin (e ekonomis\u00eb dhe n\u00eb at\u00eb t\u00eb shkencave sociale), por nuk kishte nj\u00eb bashk\u00ebpunim sistemik mes bizneseve dhe universiteteve.<\/p>\n<p>M\u00eb duhet t\u00eb citoj nj\u00eb biznes q\u00eb n\u00ebnvizonte: \u201cBiznesi evidenton cil\u00ebsin\u00eb e tregut t\u00eb pun\u00ebs nga perspektiva e zinxhirit t\u00eb furnizimit por nuk e zgjidh dot vet\u00ebm problemin, i cili kusht\u00ebzohet \u00a0nga bashk\u00ebpunimi \u00a0universitet-qeveri-biznes\u201d. Ndaj momenti tani \u00ebsht\u00eb me r\u00ebnd\u00ebsi t\u00eb madhe q\u00eb t\u2019i japim form\u00eb dhe fokus k\u00ebtij drejtimi &#8211; <strong><em><u>mbajtja e nj\u00eb marr\u00ebdh\u00ebnie sistematike mes universitetit-qeveris\u00eb dhe sip\u00ebrmarrjes<\/u><\/em><\/strong>.<\/p>\n<p>Mund t\u00eb sjellim n\u00eb v\u00ebmendje nga 2015-a kaq shum\u00eb iniciativa q\u00eb konvergojn\u00eb me k\u00ebt\u00eb ide. Tani duhet ta konsolidojm\u00eb dhe ky \u00ebsht\u00eb sugjerimi yn\u00eb. Pa konsolidimin e k\u00ebtij nd\u00ebrveprimi nuk mund t\u00eb ecim p\u00ebrpara dhe p\u00ebrballimi i krizave si kjo aktuale do ket\u00eb kosto t\u00eb m\u00ebdha.<\/p>\n<p>Shembulli i dyt\u00eb \u00ebsht\u00eb kur punuam me incentivat p\u00ebr investimet. Konstatuam se n\u00eb vitin 2004 projekti i TAP-it ishte aprovuar nga parlamenti me votat e 140 deputet\u00ebve duke reflektuar nd\u00ebrgjegj\u00ebsimin politik dhe r\u00ebnd\u00ebsin\u00eb e projektit p\u00ebr vendin. Gjithsesi aprovimi i k\u00ebtij projekti unik nuk u shoq\u00ebrua me nd\u00ebrhyrjet e tjera t\u00eb nevojshme si\u00e7 \u00ebsht\u00eb p\u00ebrgatitja m\u00eb par\u00eb e tregut t\u00eb pun\u00ebs sipas sektor\u00ebve specifik\u00eb respektiv\u00eb. Nd\u00ebrkoh\u00eb q\u00eb n\u00eb 2017 ne konstatuam p\u00ebrmes bizneseve se p\u00ebr sektor\u00eb specifik\u00eb, p\u00ebrfshir\u00eb gazin dhe elektricitetin, po importohej fuqi pun\u00ebtore nga Turqia p\u00ebr t\u00eb mund\u00ebsuar plot\u00ebsimin e nevojave n\u00eb k\u00ebto n\u00ebnsektor\u00eb specifik\u00eb duke qen\u00eb se tregu lokal nuk mund t\u00eb ofronte nj\u00eb forc\u00eb pune t\u00eb kualifikuar. Mendoj se ky \u00ebsht\u00eb nj\u00eb shembull konkret q\u00eb tregon nevoj\u00ebn p\u00ebr nd\u00ebrlidhje\/nd\u00ebrveprim aktiv mes biznesit, qeveris\u00eb dhe universitetit. K\u00ebshtu gj\u00ebrat mund t\u00eb b\u00ebhen eficente, t\u00eb konvergojn\u00eb dhe n\u00eb nj\u00eb far\u00eb m\u00ebnyre t\u00eb ndihmojn\u00eb q\u00eb ekosistemi t\u00eb kontribuoj\u00eb v\u00ebrtet n\u00eb koh\u00eb n\u00eb klim\u00ebn e investimeve t\u00eb vendit. Rekomandime t\u00eb arsyeshme u mund\u00ebsuan n\u00eb at\u00eb koh\u00eb p\u00ebr universitetin, shoqatat e biznesit dhe qeverin\u00eb <a href=\"#_ftn1\" name=\"_ftnref1\">[1]<\/a> t\u00eb cilat ne i monitorojm\u00eb dhe sistematikisht raportojm\u00eb n\u00eb K\u00ebshill.<\/p>\n<p><strong>Momenti <\/strong><\/p>\n<p><strong>Ndaj le ta konsiderojm\u00eb k\u00ebt\u00eb moment si nj\u00eb reflektim dhe me maturi t\u00eb punohet \u00a0p\u00ebr t\u00eb konsoliduar ekosistemin e nevoj\u00ebn p\u00ebr bashk\u00ebpunim sistemik mes universiteteve, sip\u00ebrmarr\u00ebsve dhe qeveris\u00eb.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Nj\u00eb moment unik. <\/strong>Pse tani?<\/p>\n<p>&nbsp;<\/p>\n<p>COVID-19 na detyroi q\u00eb t\u00eb hidhnim v\u00ebshtrimin mbi t\u00eb dh\u00ebnat shkencore dhe t\u00eb diskutojm\u00eb, duke kaluar m\u00eb pas tek rekomandimet shkencore. Do t\u00eb thoja tani si kurr\u00eb m\u00eb par\u00eb jemi t\u00eb detyruar t\u00eb komentojm\u00eb mbi at\u00eb se \u00e7far\u00eb do t\u00eb thot\u00eb shkenca jo vet\u00ebm lokalisht por edhe globalisht. M\u00eb shum\u00eb se kurr\u00eb, bashk\u00ebpunimi i ngusht\u00eb, i qart\u00eb dhe komunikimi i duhur ndjekur nga nj\u00eb reagim i shpejt\u00eb p\u00ebr at\u00eb q\u00eb \u00ebsht\u00eb konstatuar p\u00ebrmes shkenc\u00ebs duke konsideruar edhe impaktin social dhe buxhetin e qeveris\u00eb, b\u00ebhet kaq e r\u00ebnd\u00ebsishme. Ndaj le ta konsiderojm\u00eb k\u00ebt\u00eb moment si nj\u00eb reflektim p\u00ebr t\u00eb konsoliduar ekosistemin e sipermarjes n\u00ebp\u00ebrmjet stimulimit t\u00eb bashk\u00ebpunimit sistemik midis universiteteve, sip\u00ebrmarr\u00ebsve dhe qeveris\u00eb.<\/p>\n<p><strong>N\u00eb ve\u00e7anti<\/strong>. Ne nis\u00ebm nj\u00eb anket\u00eb n\u00eb 28 mars (n\u00eb 24 mars qeveria mori vendimin p\u00ebr gjendjen e jasht\u00ebzakonshme) deri n\u00eb 6 maj duke synuar q\u00eb t\u00eb ndikojm\u00eb debatin me disa t\u00eb dh\u00ebna lokale\u00a0 dhe kur themi ndikojm\u00eb nuk e kemi fjal\u00ebn vet\u00ebm n\u00eb teori, por bazuar n\u00eb shifra<a href=\"#_ftn2\" name=\"_ftnref2\">[2]<\/a>.<\/p>\n<p>Synimi kryesor ishte q\u00eb t\u00eb ndihmonim audienc\u00ebn duke vendosur pyetjet e duhura dhe bazuar n\u00eb t\u00eb, debati t\u00eb ndihmonte realisht politik\u00ebb\u00ebrjen mb\u00ebshtetur tek evidencat lokale dhe profili i bizneseve tona ku 95 p\u00ebr qind jan\u00eb biznese t\u00eb vogla dhe t\u00eb mesme. Kjo n\u00eb kushtet kur e dinim gjithashtu se reagimi i qeveris\u00eb ndaj COVID-19 duhet t\u00eb konsideronte k\u00ebt\u00eb pjes\u00eb t\u00eb biznesit si prioritet. P\u00ebrmes nj\u00eb ankete t\u00eb ndar\u00eb n\u00eb kat\u00ebr shtylla: 1.Sfidat kryesore t\u00eb biznesit gjat\u00eb pandemis\u00eb COVID-19. 2.Perceptimet e biznesit ndaj masave t\u00eb nd\u00ebrmarra nga qeveria n\u00eb p\u00ebrballimin e COVID-19. 3.Masat q\u00eb vet\u00eb biznesi nd\u00ebrmori\u00a0 p\u00ebr t\u00eb siguruar vijim\u00ebsin\u00eb e pun\u00ebs, pamund\u00ebsin\u00eb e t\u00eb shkuarit n\u00eb pun\u00eb dhe ekzistenca e strategjis\u00eb s\u00eb riskut. 4. Shkalla e p\u00ebrdorimit t\u00eb sh\u00ebrbimeve online nga ana e kompanive gjat\u00eb COVID-19 dhe m\u00eb t\u00ebj.
