Contribution to the Dialogue on Youth Skills and Labour Market Readiness in the Context of European Integration

In an interview with Monitor magazine, Ms. Diana Leka (Angoni), Head of the Investment Council Secretariat, assessed the evolution of business–government dialogue and progress in reforms in the context of EU integration. She highlighted the role of the Investment Council (IC) in addressing key investment climate issues, including the regulatory framework, property rights, and access to finance. Referring to business challenges, particularly in productivity, innovation, and alignment with EU standards, she stressed that businesses need to engage earlier and in a more structured manner to effectively represent their interests. At the same time, she underlined the need for government and international partners to consider targeted transitional support instruments. Strengthening public–private cooperation and improving access to information for small and medium-sized enterprises (SMEs) remain key priorities in the integration process.

Progress Report on IC Recommendations, January–June 2025

The Secretariat published its latest report on the progress of the Investment Council’s recommendations for the first half of 2025, highlighting positive developments in access to finance, innovation, and MSME digitalisation, supported by institutional measures and new partnerships. The report also outlines progress on key strategic initiatives, including the operationalisation of the Technological and Economic Development Areas (TEDAs), the introduction of new green finance schemes, and the expansion of digital support instruments for businesses, contributing to economic reforms and Albania’s EU integration process. Other notable developments include the launch of a ALL 25 billion financing scheme for MSMEs, fiscal measures aimed at reducing informality and enhancing transparency, the development of the Export Albania platform to support business internationalisation, sovereign guarantees for the agricultural sector, and the piloting of new insurance products.

The summary provides an overview of Albania’s macroeconomic performance during the first half of 2025, based on data from official sources and international organisations. Albania’s economy grew by 3.39% in the first quarter of the year, driven primarily by public services, real estate, and trade. During the first six months of 2025, exports increased by 2.1%, imports declined by 2%, and inflation eased to 2.1%. The labour market also recorded modest improvement, while the stock of foreign direct investment (FDI) increased by 13.5%, reflecting continued investor confidence in the Albanian economy.
