Upcoming IC Meeting Topic: Enhancing the Quality of Digitalised Public Services for Businesses

The digital transition with a focus on public services has reshaped business models in the country, stimulating digital skills and online platforms. As per voting by IC Members, the Secretariat has been working on the upcoming meeting of the Investment Council (IC), with a primary focus on identifying challenges from the local entrepreneurs on several key aspects such as:

  • Trust in e-Government: Exploring the trustworthiness and effectiveness of digital government services.
  • Innovation in Business Models: Discussing the need for innovative business models and the responsible use of new technologies, while considering the cost implications, particularly for SMEs.
  • Public Administration Support: Evaluating the support systems and responsiveness of public administration to meet the needs of businesses.

Consultations regarding business challenges in digital public services

July - August 2023

The Secretariat successfully completed the consultation phase in the frame of the upcoming Investment Council meeting. The Secretariat engaged with diverse stakeholders, ensuring a comprehensive understanding of the challenges and opportunities in digital public services:

  • Direct Interviews: In-depth interviews with key representatives from both the public and private sectors.
  • Focus Group Sessions: Collaborating with the Women’s Economic Chamber, National Business Centre, and independent experts, the Secretariat hosted three highly engaging focus group meetings. These sessions witnessed active participation from 50 private sector representatives and the National Agency of Information Society.
  • Survey: The Secretariat conducted a survey with 324 companies through a structured questionnaire, gathering valuable insights directly from the business community.

Secretariat participates in the First Inter-Institutional Working Group for the Preparation of the Roadmap for the Achievement of the Sustainable Development Objectives

The Head of the Secretariat of the Investment Council participated in the first meeting of the inter-institutional working group set up by order of the Prime Minister to prepare a roadmap for achieving the Sustainable Development Goals (SDGs) within the year 2023 and to identify and develop tools for implementing measures to attain the SDGs. This group is chaired by the General Director of the State Agency for Strategic Programming and Aid Coordination (SASPAC) and consists of representatives from various ministries and key institutions.

[NEW PUBLICATION] Progress of IC Recommendations, January-June 2023

The reporting of progress and challenges in the implementation of the IC recommendations now constitutes a well-structured systemic function for the Secretariat. Compared to the end of 2022, there's been a 4.6% rise in fulfilled recommendations, reaching a current total of 48.6%, with 16.8% still in progress.

The Secretariat Contributes to the 4th Albanian Diaspora Women Summit

The Investment Council Secretariat participated in the Fourth Albanian Diaspora Women Summit, an important event hosted by the Albanian Diaspora Business Chamber (ADBC), a valued business member of the IC. Themed "With Mind and Heart to Albania," the summit was a collaborative effort, bringing together esteemed partners such as the Center for International Private Enterprise (CIPE), German Cooperation (GIZ), and numerous national and international organizations. The event brought together more than 130 women, including high-level representatives from Albania and Kosovo, professionals, business leaders, academics, and international organizations; as well as over 450 participants joining online. During the "Digital Economy Panel," the Head of Secretariat, Ms Diana Leka (Angoni), highlighted the challenges faced by local women entrepreneurs, especially in acquiring digital skills and effectively harnessing digital platforms and advocated for sustainable diaspora support in these two directions

New IC Chair

18 September 2023

Mr Ervin Mete was appointed the new Minister of Finance and Economy following the announcement in early September by Prime Minister Edi Rama to reshuffle his cabinet. As such, Mr Mete became the new IC Chair, taking over from Ms Delina Ibrahimaj, who led the Council during the period 2021-2023 and who shall still contribute as a member of IC in her capacity as the Minister of State for Entrepreneurship Protection. The head of the Secretariat held an introductory meeting with Mr Mete and his cabinet to update them on the IC's ongoing activities and arrangements for the upcoming plenary meeting scheduled on October 6th, 2023. A special attention was paid also to the updating of the 2023 IC agenda and the status of IC recommendations.
