Meeting with the COELA Group of the European Union Delegation

10 October 2025

The Secretariat of the Albania Investment Council participated in a meeting organised by the European Union Delegation in Tirana, as part of the visit of the COELA Group of the Council of the European Union. The meeting brought together representatives from all 27 EU Member States and relevant European institutions.
Discussions highlighted several of Albania’s competitive advantages, including political stability, low local tax levels, a strategic geographic location, mineral resources, and the availability of a skilled workforce with proficiency in foreign languages. At the same time, participants noted that labour costs are no longer at the same levels as in the past and that emigration is becoming a growing challenge for businesses.
The meeting also provided an opportunity to review progress, particularly in the digitalisation of public services, and to address ongoing challenges, with a special focus on the rule of law, including property rights, land registration reforms, and the length of judicial procedure.

Investment Council Celebrates Its 10th Anniversary

The Albania Investment Council marked its 10th anniversary with a high-level event attended by over 100 representatives from government, Parliament, international partners, and the private sector. The event provided an opportunity to reflect on a decade of structured public-private dialogue, celebrate past achievements, recognise the contributions of Council members and partners, and present a shared vision for strengthening a trusted space for sustained dialogue and collaboration in the years ahead.

Promoting a Culture of Competition: New Manuals for Business Associations

The Competition Authority of Albania and UNCTAD, in collaboration with the Secretariat of the Albania Investment Council, launched new manuals on competition law compliance for business associations. Dr Diana Leka (Angoni), Head of the Secretariat, moderated the session “From Risk to Opportunity: Compliance for Business Associations,” which featured international experts and representatives from chambers of commerce and business associations.
The discussion highlighted the importance of promoting integrity, transparency, and preparedness among local enterprises to compete effectively in the Single European Market. The manual, developed under a UNCTAD project and supported by EBRD and SECO, provides practical guidance for implementing effective compliance programs tailored to the operational realities of business associations.

Investment Council Meeting on Digitalisation of Local Public Services for Business and Access to the EU Single Market

The Albania Investment Council held a meeting chaired by the Minister of Economy and Innovation, Ms Delina Ibrahimaj, with the special participation of the Minister of State for Local Government, Mr Ervin Demo. Discussions focused on the challenges faced by the private sector in the digitalisation of local public services and improving business access to the Single European Market.
Within the context of Albania’s integration processes, Minister Ibrahimaj emphasised the need for sustained engagement with the business community over the next two years and called for active private sector involvement, particularly in the consultation of new laws affecting the economy and business. Following presentations on business challenges, Minister Demo outlined the Government’s vision and the new approach to territorial administrative reform and the digitalisation of municipal services.

CCIT Awards 2025

At the CCIT Awards 2025 gala, which recognises the most outstanding annual achievements of Albanian businesses, the President of the Tirana Chamber of Commerce and Industry, Mr Nikolin Jaka, honoured the Secretariat of the Albania Investment Council for its ongoing contribution and collaboration in promoting regulatory and legislative initiatives aimed at improving the business climate in Albania. The event was attended by His Excellency, the President of the Republic of Albania, Mr Bajram Begaj, the Minister of Economy and Innovation, Ms Delina Ibrahimaj, members of Parliament, local government representatives, as well as business representatives from Kosovo and North Macedonia. In her remarks, Ms Diana Leka expressed gratitude for the recognition and support, highlighting the importance of structured dialogue between the state and the private sector, particularly in the context of Albania’s ongoing integration into the European Union Single Market.

Survey Findings: Challenges in Municipal-Business Interaction: Digitalisation of Service Provision

The survey focused primarily on the administrative burden and the level of business satisfaction in relation to the costs of obtaining administrative services. It also aimed to identify local services that could be prioritised for digitalisation. The questionnaire addressed issues related to fiscal communication and transparency as well. The survey was completed online and anonymously by 163 businesses, covering data reported for the period January–February 2025.

Survey Findings: On Some Aspects of the Investment Climate

The survey aimed to identify key dynamics in the interaction between businesses and the central tax administration, including tax audits, communication, transparency, appeals, and VAT reimbursements. It also examined issues related to informality in the market and the challenges faced by small and medium-sized enterprises in the context of integration into the European Union Single Market. The questionnaire was completed anonymously by 188 businesses and conducted in collaboration with AIDA, the Women’s Economic Chamber, the Tirana Chamber of Commerce and Industry, and Confindustria Albania.

New Inspection Framework in Albania: A Legal and Regulatory Guide for Businesses

December 2025

The new inspection reform represents a significant step toward modernising and unifying the inspection system, reducing the administrative burden on businesses, and strengthening the transparency and credibility of public institutions. This guide provides structured guidance on inspection procedures, as well as the rights and obligations of businesses, helping to ensure compliance with the legal framework and subordinate acts adopted up to 25 November 2025.
