Focus Group on “Legal Security of Property Rights”

In cooperation with the State Cadastre Agency (SCA), business associations and sector experts, the Secretariat of the Investment Council (IC) organised a focus group on “Legal Security of Property Rights” as part of the analysis and prioritisation of key challenges in this area. Discussions focused on the main challenges identified and the preliminary findings of the Secretariat’s analysis, supported by consultations with relevant stakeholders and a survey of 146 businesses conducted in cooperation with the Chamber of Notaries, the National Association of Real Estate Agents of Albania (NAREA), the Tirana Chamber of Commerce and Industry, and the Women Economic Chamber (WECA).

IC Meeting on “Legal Security of Property Rights”

The Investment Council (IC) held a meeting chaired by the Minister of Economy and Innovation, Ms Delina Ibrahimaj, with the participation of the Director General of the SCA, Ms Lorena Goxhobelli. Discussions focused on private sector challenges related to access to cadastral data, progress in the digitalisation of services, and the advancement of the initial property registration process.

Minister Ibrahimaj highlighted the importance of legal security of property rights for the business climate, emphasising progress in the digitalisation of public services, the simplification of administrative procedures, and the need to continue reforms under the European Agenda and the Growth Plan.

The survey analysed the impact of the digitalisation of cadastral services on businesses, showing that while procedures have been simplified and the administrative burden reduced for most companies, challenges remain regarding service costs and quality. Many businesses report repeated payments and perceive fees as high compared to the services provided.

Overview of Albania’s Economic Development Indicators 2025

The summary prepared by the Secretariat provides an overview of Albania’s key economic developments during 2025, including economic growth, investment, employment, and trade. According to preliminary estimates, the Albanian economy grew by 3.79%, while foreign direct investment (FDI) inflows remained stable at EUR 1.6 billion. The document also highlights improvements in international competitiveness and innovation indicators.

IC Meeting on the Draft National Industry Strategy and Draft SME Policy 2026–2030

The Investment Council (IC) held a meeting on the draft National Industry Strategy 2026–2030 and the draft SME Policy 2026–2030 prepared by the Ministry of Economy and Innovation. Discussions focused on private sector feedback to further improve the strategic documents, with emphasis on local market challenges, enhancing competitiveness, supporting domestic production, and addressing the costs of aligning with EU market standards.

IC 2025 Activity Report

The report summarises the main activities of the IC throughout 2025, including consultations with the private sector and public institutions, recommendations submitted, and progress achieved in their implementation. It highlights the outcomes of the dialogue with businesses, the Secretariat’s analytical work, and the progress made in implementing IC recommendations as part of the reform process.

Upcoming IC Meeting Topic: “Quality Infrastructure and Challenges in the Adoption of Standards in Tourism”

June 2026

In line with the 2026 approved agenda, the upcoming IC meeting will focus on the challenges related to the adoption of quality standards in the tourism sector. The Secretariat has initiated preparatory work to analyse key business challenges, including costs, technical capacities, training needs, and institutional support required to align with international standards.

Business Survey “Quality Infrastructure and Challenges in the Adoption of Standards – The Case of Tourism”

June 2026

The Secretariat launched an online business survey to identify key challenges related to quality infrastructure and the adoption of standards in the tourism sector. The survey explores businesses’ understanding of quality and sustainability requirements, as well as the challenges they face in meeting regulatory standards. The findings will inform upcoming IC discussions and the formulation of recommendations.
