Publication “On Investment Climate 2015-2021”

More than six years ago, the establishment of the Investment Council marked an important milestone in the public-private dialogue in Albania, aiming to stimulate the debate and focus the communication between the government and the private sector on priority investment climate issues. The recent COVID-19 pandemic has underlined the importance of serious communication and trust between business and institutions to cope with crises and timely respond to business expectations.
While entering the 7th year of activity, IC Secretariat brings for public and its stakeholders the book “On Investment Climate 2015-2021”, as an integral version of the Technical Notes prepared in the frame of IC plenary meetings in close cooperation with a large number of stakeholders. To underpin this entire analytical work were consulted over 400 stakeholders and surveyed over 3,000 businesses while relying on data and sources across a broad range of legal, economic, and regulatory issues.
The book includes chronologically 20 analysed topics (as voted and agreed among IC members), structured around four main areas of key business concerns such as the enforcement of rule of law, tax and customs procedures, potentials for investment and incentives, informal economy. It enables its readers a retrospective overview of the most important investment climate issues and the opportunity to reflect on the achievements, challenges, and lessons learned.
We hope it provides valuable insights that can be used as a background for generating a forward-looking discussion among policymakers, researchers, students, and other stakeholders to forge political will, build consensus on priority policy actions and speeding reforms, while acknowledging the importance of private-public dialogue on the economic development.
