17 July 2026
At the request of the International Monetary Fund (IMF), the Investment Council (IC) Secretariat held a meeting with an IMF team tasked with assessing structural reforms aimed at boosting productivity and supporting Albania’s EU accession process. The meeting provided an opportunity for the IMF team to draw on the Secretariat’s expertise and experience accumulated over the years. Discussions focused on key challenges related to economic growth and productivity, labour markets and human capital development, private sector development, the business environment and governance, as well as EU accession-related reforms, including their prioritisation, sequencing and implementation.

Six-Month Monitoring Report on IC Recommendations
26 August 2026
The IC Secretariat presented its six-month monitoring report on the progress of the 367 recommendations issued since 2015. During the first half of 2026, progress was positive, although uneven across different areas, with tangible results in several key areas, including:
- formalisation and fiscal incentives;
- the framework for renewable energy and the quality of energy supply;
- risk-based inspection reform;
- the operationalisation of the Fiscal Cadastre.
The progress achieved relates primarily to changes in the legal framework, which establish the necessary legal basis and set out clear obligations. The full impact of these changes will need to be monitored over time.
Meanwhile, approximately 33% of the recommendations remain unimplemented, most of which are cross-sectoral in nature. They address systemic issues such as legal certainty over property rights, the quality and digitalisation of public services, access to finance, skills development and improvements to the investment climate. The lack of implementation is linked to institutional capacity constraints, inter-institutional coordination, the effective functioning of existing mechanisms, and the translation of strategies into concrete, measurable measures that deliver tangible benefits for businesses.
Forum: Business Voice, From Representation and Dialogue to Meaningful Influence on Decision-Making
30 September 2026
The International Chamber of Commerce Albania (ICC Albania), in cooperation with the Investment Council (IC) Secretariat and with the support of the EBRD and SECO, organised a joint forum bringing together 20 business associations and chambers of commerce to discuss the importance of effective representation and active stakeholder engagement in dialogue as key factors for successful consultation, building trust, and strengthening the private sector’s influence on policymaking and decision-making processes.
Discussions focused on strengthening public consultation, improving communication with public institutions, and enhancing the capacity of business organisations to analyse policies and the regulatory framework, particularly in the context of EU integration. The forum also featured the presentation of the Capacity Assessment Report and the Communication Toolkit for Business Organisations, prepared by ICC Albania.
